தமிழ்நாடு முழுவதும் திடக்கழிவு மேலாண்மையை வலுப்படுத்த, சிறப்புத் திட்டச் செயலாக்கத்துறை "தூய்மை இயக்கம்" என்கிற மாநில அளவிலான அமைப்பினை உருவாக்கியுள்ளது. இவ்வியக்கத்தில் உருவாக்கப்படும் திட்டங்களை திறம்பட செயல்படுத்திட தூய்மை தமிழ்நாடு நிறுவனம் (CTCL) என்ற (அமைப்பு) நிறுவனம் உருவாக்கப்பட்டுள்ளது.

கழிவுப்பொருட்களை சேகரிக்கும் நிறுவனங்கள், கழிவுகளை மறுசுழற்சி செய்யும் நிறுவனங்கள் பழைய பொருட்களை சேகரிக்கும் அங்காடி, கழிவுப் பொருட்களை சேகரிப்பவர்கள் மற்றும் கழிவுப் பொருட்களைக் கையாளும் நிறுவனங்களிடமிருந்து கழிவு மேலாண்மையில் பங்கெடுக்க CTCL விண்ணப்பங்களை வரவேற்கிறது.

To strengthen the implementation of solid waste management across Tamil Nadu, the Department of Special Programme Implementation has established "Thooimai lyakkam" (Cleanliness Mission), under which Clean Tamil Nadu Company Limited (CTCL) has been formed as the dedicated body to execute programs and strategies effectively. As part of its inclusive approach, CTCL is inviting applications from stakeholders across the waste value chain, including waste processors, waste recyclers, scrap dealers, waste pickers and collection & transportation agencies. Through this initiative, CTCL seeks to build an integrated ecosystem that ensures scientific handling, recycling, and disposal of waste, while also empowering and recognizing the contribution of both informal and organized sectors.
